The Association is the parent company to Kansas Health Solutions, LLC and TMHC Services.
Kansas Health Solutions is a not-for-profit, limited liability corporation that was formed on January 19, 2007, in response to the opportunity to manage Medicaid mental health benefits for the State of Kansas.
The Board of Managers of Kansas Health Solutions is comprised of eight representatives of the State’s CMHCs, a consumer, a family member of a consumer, and five at-large members.
Kansas Health Solutions oversees a provider network providing all ambulatory Medicaid mental health services covered under the contract between Kansas Health Solutions and the State of Kansas. This network provides these services to Medicaid eligible Members and is supported by written agreements with Kansas Health Solutions sufficient to provide adequate access to all services under the contract. Development of this network considers current access to services, anticipated enrollment, expected utilization of services, characteristics of treatment needs of Members, number of providers needed for special populations, and geographic location of providers and Members.
Kansas Health Solutions administrative functions include:
- Provider recruitment and network development.
- Authorization of payment for services.
- Claims processing and payment.
- Utilization Management and Quality Management.
- Customer service.
- Data management and reporting.

TMHC Services is a for-profit subsidiary of Kansas Health Solutions. Since 1991, TMHC Services, Inc. has provided comprehensive cost-effective drug and alcohol testing and employee assistance programs for a variety of clients and industries. Drug and alcohol testing program selection includes: DOT compliant, drug-free workplace, and student testing programs. TMHC Services provides total management of drug and alcohol testing programs. Through years of experience, TMHC Services staff have become experts in this field, and their expertise translates into cost-effective total program solutions for your company. TMHC Services’ Employee Assistance Programs (EAP) provide a range of confidential and accessible services to help employees and their family members resolve issues or problems, including marriage and family problems, stress related problems, financial and legal difficulties, and psychological and workplace conflicts. The EAP includes licensed counselors who provide confidential assessment and short-term counseling to employees to deal with personal issues and related matters. In the workplace, EAPs help employees deal with everyday life stresses which can negatively affect employee attendance and concentration, the general workplace morale, and an employee’s ability to perform well on the job.
